Despair, privation and violent lawlessness grew so extreme in New Orleans on Thursday that the flooded city’s mayor issued a “desperate S O S” and other local officials, describing the security situation as horrific, lambasted the federal government as responding too slowly to the disaster.
… Chaos and gunfire hampered efforts to evacuate the Superdome, and, the New Orleans police superintendent said, armed thugs have taken control of the secondary makeshift shelter at the convention center. The thugs repelled eight squads of 11 officers each that he sent to secure the place, the superintendent, P. Edwin Compass III, said, adding that rapes and assaults were occurring unimpeded in the neighboring streets as criminals “preyed upon” passers-by, including stranded tourists.
Mr. Compass said that the federal government had taken too long to send in the thousands of troops - as well as the supplies, fuel, vehicles, water and food - needed to stabilize his now “very, very tenuous” city.

La peor catástrofe natural registrada en los Estados Unidos rebasó por completo al gobierno de la primera potencia mundial. Se pueden decir muchas cosas, pero lo que no se puede explicar es que, teniendo todo el asenal tecnológico y económico, las autoridades no hayan advertido del peligro real del huracán Katrina. La ciudad prácticamente se convirtió en un pueblo fantasma pero no sólo eso, los saqueos, , el peligro de epidemias y la anarquía reinan en la ciudad.
El presidente George Bush se limitó a sobrevolar en un helocóptero la ciudad bajo el agua, literalmente.
In Washington, President Bush and his aides said the government acted as quickly as possible and announced a range of stepped-up response plans, including promises of thousands of extra troops and billions of dollars for recovery and rebuilding efforts. Congress returned early from its summer recess to consider emergency legislation for immediate aid. Late Thursday night, the Senate approved $10.5 billion in assistance, and the House will meet on Friday.

Estados Unidos debería tomar como ejemplo el manejo ejemplar de desastres que se tiene en Cuba donde, en la mayoría de los casos, las víctimas se reducen al mínimo, sino es que en su totalidad. El gobierno de la isla en cuestión de horas, con la participación activa de la sociedad, logra evacuar si es necesario a toda una ciudad. La alerta en Estados Unidos fue tardía y defectuosa, nunca se pronosticó tal devastación. La gente, que en la zona de Nueva Orleans en su mayoría es de condiciones humildes, se quedó en casa, cuando la ciudad debió haber sido evacuada.
